I don't understand why do you want to group the application to HVAC category? Isn't a meter just use to measure the typical kWh, kVar, max demand etc.... What I am saying is it should be load dependent and focusing on just the power measurement parameters.

Actually, I am bit lost on the objective of this page (as I am from a meter designer's stand point rather then application side). If you want to talk about meter design, shouldn't the criteria/parameter be:
 
1. single phase or 3 phase meter
2. active, reactive and apparent power
3. Harmonics (up till how many order, perhaps graphical display), THDI/V%
4. power factor, displacement power factor
5. Communication ability (modbus etc)
6. Interface
7. Performance criteria (class 0.1 etc)
8. PC software to communicate and aggregate the meter
9. Volt current (phase to phase, phase to line, neutral current)
10. max demand
11. EMC criteria
12. Environmental criteria
13. Safety criteria IEC 61010
14. Maybe some new features that I hear google power is trying to do (project currently defunct).

I wrote this content as a guide for people who design energy metering system for commercial buildings. The chapter "select the meters" will be completed in a near future

Don't take it as fully finalized, and don't hesitate to complete or correct mistakes if any
