I don't understand why do you want to group the application to HVAC category? Isn't a meter just use to measure the typical kWh, kVar, max demand etc.... I wrote this content as a guide for people who design energy metering system for commercial buildings. The chapter "select the meters" will be completed in a near future
Don't take it as fully finalized, and don't hesitate to complete or correct mistakes if any
